Perhaps because it's in origin a driving simulator, and not a buisness simulation? 116 drivers? Come on. You either did not sleep for 3 months, and drove around all the time, or you used some kind of money cheat to get more money. 3 per location, around 100K for a new location, do the math. Thats a lot of money . The game is about the driving.
The actual number of hire-able drivers is limited. I don't know the limit in ATS, but I believe somewhere about 350. SCS periodically adds more drivers to the game, but every single person is real, either employees, content creators, business partners, family members, etc.
Only time I think it might be worthwhile hiring an already skilled driver is for your first couple of drivers with a hard economy mod like Klaas's. Otherwise you'll lose money for a while. I just hire all women, regardless of skills. :-) Of course, at some point I suppose I'll have to hire dudes too. Bummer.
